After the ui 3.1 update the weather widget is so big and ugly rather being minimal and decent

You can adjust the Home Screen Grid option. Keep it 5×6. Further you can adjust/decrease size with the help of home up module in good lock app (vendor: samsung). I am keeping 6X6. So widgets will be small.

That won't do anyting else shrinking the crop effecr remains and also affects the other widget

Overall it looks small and everything get shrink. And further you can adjust under dev setting width setting. For me it look like worked. Personally small fonts, small widgets more pleasing to me.
