The level signifies about the experience of a particular member, like for how long have that particular member has contributed to this community. Beginner for new users and Active for a mid tier member whereas Expert for a high tier Member. Regarding benefits there are none, it's just a tag.. Expert members have no special privileges or rights conferred upon them that would separate them from the rest of us. It's just people take their opinions in high regards like they know their thing. There are some genuine Expert users like Sidhabhi who have been contributing to this community for a long time.
Regarding Badges it's just Samsung's way of rewarding you with virtual badges in exchange of your service to the community.
