iPhone doesn't have budget devices, Android has tons of smaller phones. Samsung Has an S and A series. Hardware specs are different plus you throw in regional carrier differences as well. Android won't ever be as sufficient in updating as Apple their phones are basically all the same which benefits them a lot.
Apple's 2nd and 3rd Gen SE only now sells between 5k to 8k, respectively, that's not budget phones on launch. It only get's categorized as budget cause it's their lowest tier offering. Samsung has a budget range. A series Apple sells the SE only because Samsung has a FE slimmed down versions of flagships. In this case budget/ low range phones are less than 1k to 5k at least. Android has billions of these in the market.
