You can virtually sideload it by Installing the 2 applications on your phone

Steps
1. First Install the retail Mode
2. Then Install the Samsung Health Monitor. The Samsung Health Monitor app would automatically appear on your watch.

Can assure you that its working on my Samsung Galaxy Active 2 BT!!
