When call recordings (voice files) don't play in the Phone app after updating to Android 13 (One UI 5.0), it may be because voice file play permissions (music and audio access) are not granted to the Phone app.
You can solve this problem by granting permissions in the Phone app as follows.
How to allow voice file play
Settings > Apps > See more icon > Permission manager > Music and audio > Select the Phone app > Allow > Confirm

Step 3 :- Tap See more icon
Step 4 :- Tap Permission manager
Step 5 :- Tap Music and audio
Step 6 :- Tap Phone
Step 7 :- Select Allow
Step 8 :- Tap Confirm
