chat feature not supported

hello guys since two days i am facing problem in chat feature provided by samsung text messages

i am unable to send any kind of chat messages through text

i have checked all the requirements settings

call the customer care of samsung and network operators but they also unable to solve my problem 

i also formatted my phone in evening

but still unable to use the feature.

please help if anyone have the answer
