bro did you see in a shop
the shop keeper keep few things near him which customer asked frequently
so he keep near his counter to deliver fast.
the same thing here it keep ur app in drawer by reading your uses pattern to open fast
also when you click on that you can able to see which app you used frequently, and rarely and which are ative

App Standby Buckets help the system prioritize apps' requests for resources based on how recently and how frequently the apps are used. Based on app usage patterns, each app is placed in one of five priority buckets. The system limits the device resources available to each app based on which bucket the app is in.if you click any apps from there then it will show you either you use those app regularly or rarely use 😉

App Standby puts apps into “standby” mode when you aren’t actively using them. In general, if you never launch an app, Android will put it into standby mode. 

Standby apps option manages battery and resource utilization of all the user installed apps. It segregates your apps into four different standby categories, with each placing more battery and CPU usage restrictions on your apps than the former. The four different modes include Active, Working_set, Frequent and Rare.
