Not able to send SMS to premium numbers like 567676 from Samsung M51 using BSNL SIM.So I tried Premium SMS service to "always allow" but still it's not working. 
NB: I do have balance in main account
How to solve this issue..

Can you send sms to any other number ? I also had similar problem it was not about the balance as now a days we have to activate a plan which allows us to send sms also
In vodaphone starting pack for sms is rs 128 after that i was able to send sms even when i had balance

Yes,I'm able to send SMS to other number and my plan has 100sms daily

Go to :
Settings > Apps > Options (the three dots on top right) > reset app preferences

Now try sending a premium SMS, and the phone will give a pop up saying "this would incur charges" or something like that. Check "remember choice" and then select "Always Allow". Now the "premium sms" option should list the messaging app.

For using 3rd party messaging apps like google messages or Microsoft SMS organizer, you'll have to individually use them to send premium sms, after resetting the app preferences.
