One UI (Core)
Designed for Samsung's budget phones with some disadvantages:-
1.Good Lock And it's Modules.
2. Easy Mode 
3. No Carrier Aggregation
4. System is limited, even though your device runs on Android 11, but on One UI Core version, then some apps aren't available.
5. System filled with lags , even if 6 GB RAM.
6. Heating problems.
7. NFC and Payment.

One Ui (Full)
Designed for Samsung's phones which are costly like for S and Note Series only with some improvements as compared to ONE UI CORE VERSION
1. Support Good lock and it's Modules.
2.Easy Mode is present.
3.Always Have Carrier Aggregation (Some devices may not)
4. Unlimited System, means we can use the system as much you want, like customization of system is Always Available.
5. System are Always smooth, no lag and no bugs. If there is a hang then it is reported automatically to Samsung and is solved.
6. No heating problems until a harsh use.
7. Always flagship on any processor.
8. NFC and Payment Available.

 Now let's see the reason behind two different system:-
1. To create a difference between budget and flagship phones.
2. To specify the S and Note Series phones.
3.To attract people to buy heavy phones.
4.To show one phone better from other.

Samsung's One UI FULL version phones can do anything as commanded , where as One UI core version phones have limited performance.

Brother it's not true anymore....
Many midrange phones have full UI with CA ,Good lock and NFC
