One UI 7.0 is available for download for S24 series. Other series will follow as per time table issued by Samsung.

No, it is currently available only to beta testers, not all S24 devices.

I am using an S24 Ultra, and I have not yet received an update; many other non-beta testers are also awaiting the update.
