Mainly the reason behind this is SAMSUNG has to launch ONE UI 5 Beta in July for its Flagship Phones(S Series)
So they are focusing more on the ONE UI 5 than ONE UI 4.1.......and they have named this problem has technical issues......The main reason is that samsung wants its FLAGSHIP PHONES to update and not its MID OR LOW RANGE PHONES
