New Phone

I was trying to turn on my husband's new Samsung Galaxy A01 and it went to this screen

Downloading  but it won't let me do anything I tried to cancel to restart phone but it's like frozen.  Help!!!!

I have tried everything

Press and hold Vol - and Power Button together until this restarts.

first of all try to restart it by pressing and holding power button and volume down button for 7-10 sec if this doesn't restart your device than go to your nearest service center they will flash the latest firmware and your issue will solved
