I assume you are running the latest android version.
To Fix This Issue:
1) Go to Apps.
2) Tap on the 3 dots and select "Show system apps"
3) Find "System UI" and select it".
4) Now Find "change system settings" and select the option "allowed"

This doesn't seem to work in android 11 s20+
The three dots do not give this option. The wifi hotspot icon does not show up anywhere.

Correct it definitely does not work and button / widget is Gone since S10 note10 20 and 21. Downloaded atleast 10 apps, there is nothing.

Hotspot notification is not working with the new UI 3 at all
