YOU WILL NEVER GET IT ON GLOBAL UNITs!
this feature is officially available "only" in Chinese units before OneUI1, so that there's only three ways to have it in Global units (BUT UNOFFICIALLY).
Way [1]: Unlock bootloader & edit cscfeature.xml.
Way [2]: Use any random custom rom which has this feature enabled.
Way [3]: Root & Edit.
These will bring official & original Internet speed meter on your Samsung device.

• Are you Samsung employee?
= No, & if I was, wouldn't suggest to unlock your device's bootloader.
• What issues i gonna have if I unlock bootloader?
= i ain't explaining alot, just check in Google or any other websites.
