Do this after Updating to Android 12

Now, many of us have received the stable Android 12 based One UI 4 update. And many will be receiving this in subsequesnt days and months. Please do perform the following steps after the update :

1. Enter Recovery Mode and Wipe Cache Partition. It is always recommended to do this after a major OS update.

2. Go to Settings > Google Play System Update > Check for updates. Update it to Android 12 version.

Cache is automatically wiped after major updates, no need to do manually.

That optimising apps thing that happens after every update is actually the cache rebuilding.

You are right but not completely, "optimizing apps" is indeed recompiling of apps or cache rebuilding as you mentioned. But the update actually wiped the Dalvik cache( apps cache) and not the main cache.
The main cache includes app cache, ui cache, cache from previous Android versions and wiping it is a good practice after major Android updates.

( I may be wrong, please correct me... I just posted this to save my fellow users from trouble, so any corrections are welcome).

The cache these guys are talking about is dalvik or cache partition. That is recompiled after update.

Yes, but when you wipe cache partion you clear the main cache as well, so it's better that way instead of having only the dalvik cache cleared by the update itself.
