Can't edit these following tabs

My device is f22 and I have downloaded the theme park module under fine lock. But I can't editing or expanding these 4 tabs. Please help me about how can I customize these tabs(Settings,dialpad,clock,wifi settings)

Click that pencil ✏ icon!
You can select one by one and customize using that pencil ✏ icon !
