Why is the themes application not available for Themes in Tab A7?

In settings, I was going through system apps and found the app "Galaxy Theme Services". But we can't get themes from that app and neither can we open it. What is it?

I don't think themes are available for tablets because I don't have themes on my tab A7 and also not on the S6 lite.
