Tab S7+ one ui 4 update

It was promised that tab s7 plus will get one ui4 update by feb. Feb is about to end and my device has not received any update yet.

1. Does everyone else in india got the update and i'm the only unlucky one?

2. Is there anyway to manually download it for our device as people in europe got it in dec end/ early january?

Wifi version not received. Stopped due to bugs in oneui4.0. Might be possible that we will get 4.1 directly.
