It is an build in app provided by Samsung in some selected models. The contacts, pictures, apps, notes etc. that you want to keep hide from others you can put it here
you can save your personal photos and contacts in secure folder so no other person can see those files... Its not shown in your device gallery, it only shows in Secure Folder.. it's a more than privacy app...
