Secure Folder requires Knox which is a both hardware & software based security and M31 doesn't have that hardware so you can't get Secure Folder...

It doesn't completely depend on having Core version ...
M31s & M51 have Secure Folder even having One Ui core cause they have that hardware...

While many phone even having that hardware don't have Secure Folder...
