We cannot delete this app. You can uninstall it using adb.
But Samsung need to provide uninstall option to remove this useless app.

Execute this adb command on ur PC.
adb shell pm disable-user --user 0 com.samsung.android.spaymini

U can put it in deep sleep. Deep sleep is same as disabling it
