Seems like you bought it from somewhere outside India, your option is to flash it with Indian firmware either by yourself with odin or maybe (MAYBE) the customer service center can do this for you on request

My advice is reset your phone while putting indian sim,create a new samsung account while setting up phone,this will help the device to recognise the device carrier as indian,and you get all those indian features like digilocker, upi, voice focus.Hope this helps you.If this works fine please comment below
