I tried a lot of way to restore my account  in samsung pay but still I cant restore it and i can't go back in my own region

and i think im out of region because all even in my play store it appearing that im out of region but how can i change my region if i cant change my region in my settings it appearing that i needed to wait 180 days how it posible
