Remember Samsung pay is capable of NFC transactions so you can not use NFC based transactions in ATMs if it is not NFC enabled 

In india NFC based banking services started in 2016 , so when ever you want to use samsung pay to withdraw money from ATM please confirm that the ATM which you are going to use is NFC enabled 

Most of the NFC enabled ATMs in india has the NFC symbol printed over its Dash , CBS branch mostly equipped with NFC enabled ATMs


Symbol looks like 

Withdrawal limit and taxes are subject to RBI rules and regulations samsung has nothing to do with that

ATM transactions are not permitted using Samsung Pay. You can only use it for payments at the moment.

i did it personally so i said this ..

SBI NFC withdraw using samsung pay or apple pay details are available at SBI website too.

SBI also allows NFC based withdrawals on their supported ATM s

not all but seems to be it is going to adapted by many bank from 2018 as finance ministry and RBI during raghuram rajan allowed bank to implement NFC in their ATMs
