Sim card pin after mobile unlock

I have set up sim card pin but I think where you have placed it is incorrect

I think if a intruder arrives and intentionally enters the sim pin and puk code incorrectly for the user's harm so I think it should be placed after the phone is unlocked as well it will just back off the user/intruder from unlocking

Isn't that trouble for the owner??? Waiting for the new sim to arrive???
Instead if samsung stops it in the first place, wouldn't it be nice??
