S23 ultra sim manager settings can't be changed

My partner has an S23U while I have a standard S23. I can make changes to my sim manager settings while she cannot. 

What could be the problem?

I am using the same S23 Ultra (Indian Unit), if he's on one ui 6 beta then ask him to try this: settings>general management>reset>reset mobile network settings.
