Why Samsung doesn't give snapdragon processors in their phones only in India?

Samsung like other companies would love to keep their margins. Due to legal issues, Samsung is forced to use Qualcomm Processors in the US but elsewhere it's profitable for them to use their own processors and not pay any licensing fees to others.
