I guess you asked this because of the recent outbreak of innumerable nonsense posts.
An ordinary member cannot do so. Only those lazy moderators and admins can do so, upon no kind of request. If you want to have anyone banned, I'm sorry to say but it will be in vain. They will only ban whoever they want to ban and it's upon their will.
And how can you even expect to, they're not even following their own guidelines. Like literally I guess those spammers have even violated it more than 500 times. And they're not following their own suspension policy!!! And that too they violated 1 or 2 guidelines. See the images below for proof that they violated this and it's not being followed.

Good question. Click the notification bell in the upper-right hand corner of the screen and it will redirect you to an inbox page and will open to the Notices tab by default. Stay in there and once loaded, click on the notice named "Samsung Members Community Guidelines Modified". You'll find it there.
