ya that's been there policy through the years :( Currently only OnePlus and Google are offering 3 major updates on the android side. Also if you're fine without Samsung pay or warranty (if you still have it) you can look for custom roms on XDA Developers
there's a 25% chances you'll get the Q update, nothing is confirmed right now cos Samsung is changing their policies and s7 is getting pie update. so theirs a great chance to get android Q for s8, again nothing is confirmed !
