I have tried two third party apps from play store, i.e. CPU Z & MY DEVICE(by 3k devwlopers), in both apps my storage is being shown as 229GB and ram is shown as 7397 MB(which is clearly not 8 GB). So please help and clear the matter to me!

In simple words, this is because out of 256gb, user can use 229gb of storage and the rest is occupied by OS. Just like PC, even if you don't have a single file on your computer but still you can see, the C drive of your computer shows how much space is used. That's the space used by OS and can't be used by user itself.
Same goes for the ram. The amount of ram you see is user accessible. The rest of it is reserved for the OS to run the apps smoothly.
