Goto camera>more tab>AR zone>deco pic.
In Deco pic you can add masks GIF stamp

Deco pic is not separate app to open it is a feature inside camera , it helps to use different stickers on your pics

It is very much a separate app now, just showed up after an update lol

No it's not new. The program has already been part of the camera. What's new is a shortcut icon.

Open camera>go to more>select ar zone>click on deco pic>use different type of stickers as fun or to create something creative
