How can I apply custom icon pack on One UI?

bro you need third party app to run the icon pack downloaded from playstore.
you can download it from galaxy themes which does not need any apps to run.

many paid icons will be free at night time and on festival days.check that out.

not useful for me in order to make theme I have to sacrifice
the following
1 100 Wallpaper
2 dynamic lock screen
3 and dark mode
