How do I permanently delete numbers from my contacts in the phone and also stop the phone from refreshing contacts

Long press the contact and delete.
Stop auto sync.

Why would you want the phone to stop refreshing contacts?

Because there are some contacts I don't want to ever see in my phone

You should delete them from the account they are based in. E.g Google/Samsung. When you go to click on the 3 lines and click on the top account view and go delete it from there

Delete the contact and after you delete them empty the trash / recycle bin
