Can some one explain me what is 10173 and 10214

I hope it an app you had recently uninstalled , so some part left behind is using a very little amount of data . Just you reboot your device and check .

I restarted the phone but its still showing

I think so those patches of app won't cause any serious issues. When you restart the device the uninstalled app completely removes and next time onwards you wont find 10173 etc.. in the data usage of next months !

Left over data of uninstalled apps/games

So if its a left over data of an uninstall app or games. How one can remove it permanently?

Either delete data before uninstalling apps(especially gaming apps) or use any 3rd party apps
