Unable to activate Call Recording in Fold 5 UAE

I am from India and purchased Fold 5 from UAE but unfortunately unable to activate Call Recording. 

Requesting team to pls advise how to activate/enable call recording feature in Fold 5 bought from UAE.

Because call recording is still not legal in many countries therefore the reason samsung disabled that feature
