What is swipe area divider 
Can anyone explain me this on changing this setting (0 to 100%) what changes, 
I am not able to figure out

It means when you swipe down from status bar how much area is dedicated for what function. For example if you have set Quick setting to 70% and Notification to 30%, when you swipe down from within a length of 70% from left edge of screen, Quick panel will open directly and if you swipe down from within a length of 30% from right edge of screen, notification panel will open.

I think it's kind of like an iPhone, where u swipe down on the left side to open notifications, and swipe down from right to open quick settings directly.

I think when you swipe down then the notification panel comes first again swipe down then quick panel comes down if you change then quick panel directly open instead of notification panel
