I can't turn in profile picture sharing.

You can go to contact setting and tap on Profile Picture sharing and turned on

Yes You Can! To Do So Follow This Steps:-
Open Contact→Contact Settings→ Profile Picture Sharing→Turn it on.

This is basic thing I did it before but after tapping on button it takes few seconds for processing but after it didn't on .
