Whenever you use online applications, lets say Spotify, you use online data for streaming songs. Once you stream a particular song, It creates meta data/cache which is stored in your device storage which is shown in the app how much data there has been used.
For the reason that you don't have to stream songs again over data. It will play using meta data/cache stored in your device.

App size increases as meta data/cache size increases, in turn it increases as you stream more & more no. of songs.

And if you clear data in App info.
It will reset the whole application to its stock app size.
And you need to stream every single song once again & it will use data. And app size will increase gradually.

Similarly for other apps like...
1. Maps (No. of locations/maps you have searched/loaded so far)

2. WhatsApp (No. of files you have sent/received so far + chat size)

3. Samsung health (Your daily routine data)

4. Uber (I have never used it, but the reason must he somewhat similar)

Reason : So that you don't have to load all of this over data. But will load straight from the meta data/cache stored in the device. 😊
