Because if you turn ON auto call record so, to record calls it requires phone permission. Don't worry about it.
If you don't allow samsung cloud to access phone then how it will sync your contacts, Phone history, etc. So, if your phone lost you can retrieve your data by logging in.

There is no logic behind Samsung Notes, effectively a "notepad" facility needing access to "Phone". It's just a notepad and will always be used just for that purpose.
