I bought my s9+ on 25th april from reliance digital n used it with both my Vodafone n bio SIM cards making calls n using data. I then travelled to Singapore on the 6th n landed am 7th in Singapore. having landed in Singapore I bought a local singtel mobile SIM n replaced my Indian SIM cards but was in for a shock when the screen popped up with message SIM network pin blocked, successive tries n the screen kept conning back with same msg n then the msg was enter SIM network PUK. calls to singtel n the samsung helpline at singapore yielded no solution. I then used the same SIM in the vendors samsung n with no issue I then took the SIM n used it in my wives iPhone n used it without any issue. hence for all the time I was in Singapore I couldn't use a Singapore SIM card on my S9+.
after getting back to India I called up samsung helpline and they tell me that every time I go international I will need to use my Indian SIM card in international roaming n make a call back to India for about 5min duration n then hang up n there after after about 10- 15min wait insert the local SIM card in which ever country I am and want to use their SIM n network n I should b able to use it.
I find this very absurd. I buy the phone in India after having to pay a higher price when I could have bought the phone cheaper when abroad n now having purchased I am barred from being able to use it freely when on my international trips is beyond logic.

sadly for S9+ users the only solution offered to international frequent fliers from India is that they use their Indian SIM card while in networks outside India n then make a call while on international roaming n paying international roaming charges n once this initial call is made to India thereafter hopefully the phone IMEI gets registered on that countries network n if this gets thru then one can go n buy the local SIM card from that country n star using the phone. this solution as given by samsung 2 their service centres.
thus investing a fortune n then finding using the phone restrictive while outside India is a total let down.
It's better to choose the iPhone in this case as the iPhone doesn't come with such hassles n their support is prompt all round the world.

secondly if the Indian operator doesn't hv a pact with the operator in that country then one will not b able 2 make that one call to get IMEI registration in that country n so your S9+ is of no use as a phone for as long as you are in that foreign country

so better 2 buy a second rate phone from other manufactures or if investing on the high end then go for the iPhone is my guess

I had called samsung helpline n they assured me that they had escalated my case n I would receive a call in the next four hours same was the answer from the live chat desk n well well past four hours n I am still left in the hope that they will give me a call.
such is not the case with Apple, the products r costly but the support is equally prompt.

Their support staff is mostly useless, they usually don't have any idea what they are talking about. I usually take care of all issues by myself. I haven't come across any issue that can't be fixed with root and some technical knowhow. Apple doesn't have that kind of flexibility.

any useful solution for my problem? other then having to tinker with my phone country to country or avoiding the costly international roaming rate call for IMEI registration in every other network outside India

hi, below is response from SAMSUNG. I was informed hence forth the below mentioned procedure will b same across all Samsung handset variants. The customer will now b at the mercy of the Indian operator n international roaming rates.
QUOTE
As per Indian variant there is standard procedure like if you have purchased Indian Samsung handset and wants to use in other country. Please check given below procedure for Indian device only.

This product is meant for sale in India only; this product should be activated first with a SIM card issued from a mobile operator within India

To use SIM cards from other country regions, cumulative call(s) over five minutes must first be made with the SIM card from Indian operators in visiting country then use the SIM card of visiting country.
