Galaxy SThe language of Samsung Apps is based on the country of origin of the SIM card and on the IP of the Wi-Fi connection. you may not see Arabic because of the IP of the Wi-Fi connection. Unfortunately there is no way of changing these settings.
For the subscription issues (the customer cannot find the benefit vouchers) try below:
Activate the phone.
Use a SIM card.
Log in with a Samsung account.
Check out the benefits.
Change the phone’s language to English.
