Why is one UI 8 stable not out yet for s24 ultra in india

I don't understand what's the delay here, there was a card saying that it will out in October, is it for stable one UI 7 users or beta users too. For beta users, you should release it faster. So the official samsung notified for october. We can't blame them for the unofficial rumors. If we get an update prior, then it's good for us. I asume we have to wait a little longer.
