why are Galaxy S10 Lite and Galaxy Note 10 Lite not included in the list of One UI 5 beta?

Reason-

Samsung launched the Galaxy S10 Lite and Galaxy Note 10 Lite with Android 10 out-of-the-box, so they’re still covered by the company’s three-year software update policy and are currently running Android 12-based One UI 4.1 skin and the Android 13 will be available after official launch of One UI 5.

Don't worry they are already on the list of Android 13 update....so both devices will get it for sure..

Oo I didn't noticed that u were asking about beta version....... Actually beta version are generally available for the current as well as 1 or 2 pervious version of models that were released.....so S10 lite and Note10 lite are not eligible for beta program....they will directly get the stable version update...
