Rich Communication Services is a communication protocol between mobile telephone carriers and between phone and carrier, aiming at replacing SMS messages with a text-message system that is richer, provides phonebook polling, and can transmit in-call multimedia. It is part of the broader IP Multimedia Subsystem.
RCS messaging works via mobile data or Wi-Fi, so if the recipient doesn't have cell service but they are on a wireless network, you still have the ability to send them messages without a problem. If playback doesn't begin shortly, try restarting your device.

One thing Samsung has mentioned that the Android 9.0 Pie or higher running Galaxy devices would become eligible to receive this feature. Additionally, we recommend users to choose carrier-specific Samsung Galaxy phones that support RCS feature preloaded
