RAM management is considered poor if you open an app and go to home screen and then do some small work and then again when you open the same app, and if it RELOAD then you can say RAM management is poor.

I don't think excess usage can be called "POOR" RAM management. 😆
.
Keeping apps on memory reduces load on processor and apps can be launched faster.
.
And also some biasing is done to apps according to your usage pattern. Biasing is the sense of which app to keep in memory for longer period of time, you can say like Prioritising an app over another.
