No not available for Indian devices. Samsung didn't even released One UI 7 beta version for any country yet.

Not yet.. Probably in couple of weeks.

No it's not available now for any Samsung device but Beta version of One UI 7.0 update may be available soon in few days for eligible devices and stable version of One UI 7.0 update available for eligible devices may be in next year first quarter.
