Clearing the Cache might not solve this problem sometimes. However, if after clearing the Cache and the problem persist, the problem could be that you installed or update a third party app recently which could be preventing the store from updating. This happened to me recently and clearing the Cache couldn't fix it. What I did that solve the problem is that I recently noticed I updated an app (a third party app) called SoundAssistant. I went to delete this app and and the problem was resolved. Check if you have this app in your phone. The recent update is causing this problem. Let me know if this solve your problem and accept as solution.

Had the same problem last month, tried clearing the cache and everything but I didn't work. For some reasons now the galaxy store is functioning properly(fixed). I'm also using S21 Ultra
