Was anyone able to fix this one. I'm having same issues. I've commented this under many posts but I think I need to put another post here.

the bug is still under the carpet that shows how little Samsung thinks about the community. The Indian Samsung community is still pretty huge, I urge Samsung to please work on this bug.

1. Thing is I'm not able to use the messages app. It isn't even showing in the hidden apps in secure folder (like maps and chrome).
Due to this any app installed in secure folder won't be able to send message. They actually don't know how big a problem this is in India. In India every finance app sends a message during initial phase of general or UPI registration. The banking apps like HDFC/BOI also uses this during netbanking registration so I can't even install that now.

I'm literally stuck Samsung. This is a big flaw.

And before any rando comes and tell me to install it outside, I want to tell you that finance apps' security is the reason I shifted to secure folder.

2. I shifted to 3rd party app - outlook sms organizer, but, in order to compose a message I need to set the 3rd party app as default. Which isn't possible in secure folder due to some reason, idk.

Having said that, I was using S Secure in the previous phone and it was working fine. We could've used that instead but it's not longer available for my new S23

If you are not able to use messages app try disabling google meet,it is a new bug that causes google meet with new update, it makes it so that messages app is improperly functioning.

Looks like Samsung disabled SMS function completely from Secure folder. So financial application fails to verifiy itself by sending and receiving messages.  Not sure its a bug or Samsung purposefully removed it. Either way its going to cost them. People prefers Samsung secured folder for financial applications.
