Yes update is live in Korea

By carrier, it usually is defined by your csc.... for example by device is US unlocked csc XAA. So if i boot my device into download mode, my carrier will be XAA under carrier in download mode.... if it's a carrier AT&T e.g in the US, carrier will be shown as ATT, if you're using a device from a deferent region, in terms of software updates, the device carrier is what determines when you get it, not your current network/service provider
