That optimization should come from twitter. Not samsung. Even i am facing the same issue. The scrolling lag in twitter is a very common issue among android smartphones.
I know about this, That's why I requested to Samsung. Samsung personally collaborates with different Apps like Instagram, So I want Twitter should be do some optimization from Samsung by collaboration.
